Director, Total Rewards

Reporting to the Commissioner, Human Resources & Citizen Service, the Region of Waterloo is currently seeking a Director, Total Rewards who will be responsible for the components of the total rewards employee value proposition, including implementation and administration of competitive compensation, benefits, and other total rewards strategies and programs that drive growth, attract/retain talent, optimize the workforce, and improve productivity.

The Director, Total Rewards will oversee the operation of the division including oversight of the Region’s teams responsible for compensation, benefits/time and attendance, payroll, HR systems, and total rewards strategy. They will evaluate the effectiveness of existing compensation and benefits programs, policies, and guidelines to ensure they are market competitive, cost-effective, aligned with corporate goals, and comply with policies, legislation, and other government and regulatory requirements; and will direct the administration of retirement and pension services as well as HRIS, workforce planning, payroll, and related services.

Career Experience & Core Competencies

The ideal candidate will bring progressively responsible management experience in a multi-union public sector human resources environment, coupled with knowledge of total rewards, wage, and salary administration, including market comparisons, job evaluation, benefits, other compensation issues, employment and pay equity legislation, workforce planning, and HRIS administration and reporting. As a leader, the Director will bring demonstrated successes leading, coaching and motivating teams; ability to work cross functionally within complex organizations; excellent interpersonal skills and superior oral and written communication skills.
